when do you stop sending tech? Do they ever send another round of 3mill?

On the first you will receive 3 million in aid. You buy 50 tech and offer it to two nations at the same time (neither one being the nation that aided you). When the first nation accepts the tech, buy 50 more to fulfill the second offer.
Wait 10 days, your aid slots will be refreshed and the deal starts all over again. It goes on indefinitely. You gain about 1.8 million every 10 days.
It is important that you make all aid transactions in the same day so that the rhythm isn't disrupted.
