Well he has just attacked me so not sure what he thinks to your peace deal.
Doesn't seem like hes going along with it at any rate.
But ive gone ahead and offered him peace anyway, hopefully he will accept.

We'll he clearly had messages in his box offering peace if he requested it. I think his attack is a clear reply. Seems he does not want peace.

Putting a cap on military is a little overboard when you're dealing with raiders. I sent him a new message removing that term, but leaving less room for error on his part.

Well I have offered peace and he has collected taxes since that was sent so he isn't accepting from what I can see.
But as long as he hasn't attacked anyone else I say we wait and see what he thinks to Kahns message.

His single remaining threat is his 1 lone bomber right now.
As he cant harm us any other way (he can no longer purchase cms or aircraft) once that's gone its over.
After that we can just sit back and bomb him for the rest of the war taking 0 loss.
