Best move would be to buy any improvements you can and then save up for your jump.
Should be around 220k or so for 10 infra. While people suggest 200+ infra for the jump you can definitely get away with a lot less.
The extra upkeep from 995 to 1100 is only 40kish. So in your current state you would be fine just slowly making your way up. As long as you can afford to pay an extra 40k on your bills (This is without even thinking about the extra income which outweighs the upkeep anyway) your good to go.
So the choice is yours really, but I would suggest getting any improvements you can as they have more value than the infra then grabbing your infra.

Looks like I won't be able to get another improvement until after the 1k mark. I was planning on a third school, so I could eventually get a university for its tech benes.

Yeah its really not much of a jump at all, perhaps because we have all had some extra cash to grab improvements and such, our income easily covers the extra upkeep.

Yeah, slowly climbing to 1200, so far the bills are about half the income, little less.

I think this is in Lavo's guide, but it's best to stay at 999.99 infra and save up until you can jump to 1200 or more. I prefer 1400 myself, but that's just to be extra safe. And the same process is repeated at every 1000 mark until after 5000.

Yeah I was very surprised how little effect it had considering what big a deal people made of it. Its a tiny increase that hardly dents your profits.
Could only see it being a problem if you had 0 improvements and so a much smaller tax gain.
