There's nothing you can do to keep them alive. You just need to try to keep them happy enough to not get angry (sad is okay) enough to throw you into anarchy. Set your tax rate to 10% when you are not collecting.
You can probably stand to move your Threat Level to Low if you have to, since nobody we are fighting has enough tech or money to buy spies (which is what Threat Level protects against).

Yeah, I figured that out already. I need to get my trades up. I can't find even temporary trading partners. Everyone is canceling, and I don't have a harbor yet for a trade ring.

Although the game maxes out the GRL at 5.00, the stats page reports that the "actual" GRL is 10.39. The previous all-time high was somewhere around 7. This means that there have been almost 1100 nukes dropped by both sides during this war. Fun, fun. Thank God we were too small to be dealing with that.
